The butcher is extremely lazy and prefers to chat with his civilian friend behind the counter instead of selling something to waiting customers. This lazy butcher probably doesn't care about customers at all. His small selection of meat also didn't exactly make a fresh impression, which fits in with the whole store, which also doesn't make a particularly hygienic impression. If his friends in street clothes chatted with him behind the counter and played around with his hatchet, then that would certainly be something for the trade inspectorate.
